When using Virtualization Manager 6.2 and higher, you have a secondary license for use with an Orion server instance. If the Orion server does not have external internet access, the license will not be able to register. There is, however, a manual process that can be followed to register the license and apply it to the server. Follow the instruction on the knowledge base article here, and you will be able to have your Orion server fully licensed for integration with the Virtualization Manager appliance.
