RTCD using SNMP traps not recognizing config changes

I am using real time change detection with SNMP traps and I am getting all the right looking alerts but even when I make a change to the configuration I still get the message "no change detected, discarding config"

I know that RTCD downloads the config when you first enter configuration mode, but it should be recognizing these changes the next time I enter configuration mode, shouldn't it?

I am running NPM 11.5.2 and NCM  7.4. and I am only monitoring my Cisco devices with this.

Any thoughts or suggestions?
